- Message From the Chair Welcome to the Website for the Hospital Appeal Board (HAB) of British Columbia. This site provides information about the HAB, an independent, quasi-judicial appeal tribunal. The Appeal Board is established by section 46 of the Hospital Act [RSBC 1996] Chapter 200. The HAB provides medical practitioners with an avenue of appeal from hospital board of management decisions affecting hospital privileges.
